Roskomnadzor, Russia’s media regulator, has declared Wikipedia to be in violation of Russian law, for promoting misinformation about the conflict in Ukraine.

On Wednesday, the media regulator said it would take measures to punish Wikimedia Foundation, Inc., the parent of Wikipedia, due to its refusal to delete materials deemed to be in violation of Russian law. The watchdog went on to say it, “has decided to apply a coercive measure which would see search engines inform internet users about a violation of Russian legislation by a foreign entity.”

Roskomnadzor said the measure will remain in effect until Wikipedia is in compliance with Russian laws regarding misinformation.

Russia had already placed two fines totaling 5 million rubles (about $86,500 at current exchange rates), on Wikimedia Commons for not correcting or deleting several instances the government watchdog deemed were misinformation. Most of the instances had been deemed by a Russian court as misinformation regarding Russia’s military, and the ongoing conflict in Ukraine, while two of the items were instructions for manufacturing explosives.

Russia’s government adopted a law in March which allows the media regulator to impose substantial fines on any people or entities who post information discrediting the Russian armed forces, calling for sanctions on the Russian government, or who discredit the government.

If the instance is determined to have, “grave consequences,” the perpetrator could be sentenced to up to 15 years in prison.
